SUEHC – Securing Urban Extramural Health Care

Many countries are facing a significant increase in demand for home health care (HHC) services and due to the current demographic and social developments further rises must be expected. Furthermore, it can be assumed that the number of (natural) disasters increases.  Thus, HHC service providers will be faced with two challenges: an increased organizational effort due to the rising demand and the need for an anticipatory risk management.

SUEHC extends the research of the previous project SEHC (KIRAS PL4.2, 2007), but specifically aims to deal with the peculiarities of urban regions. The considered HHC problem is based on the demands of the Austrian Red Cross in Vienna. It has a daily planning horizon and as nurses can choose between different transport modes (public transport, car, bike, and walk), time-dependent multimodal transport has been considered.

First, a risk analysis has been carried out to identify the critical infrastructure of HHC as well as relevant disaster scenarios. Next, we developed metaheuristic solution approaches that are able to support the daily scheduling of nurses in both, daily business and in times of disasters. Comparisons with daily business show that significant reductions of travel times can be obtained, such that more time remains for serving the clients. Through scenario analyses the effects of disasters (esp. blackout, pandemics, and heat waves) were visualized and the operational limits during such events were shown.
