The project SKILL was a "Cooperative R&D project" including research, development and implementation of accompanying studies of a reusable delivery system of ballistic compounds.
The activities of army units in peacemaking missions, acting as military police, as well as the ordinary police in domestic missions were confronted to a rapid change in recent years.
The study of these application scenarios for state security forces at home and abroad showed an imbalance between demands and tasks, as well as a lack of active systems with adequate effect.
Today's systems are imprecise in their use or suboptimal for many threat scenarios and might cause unwanted hazards.
Based on the demanded scenarios a new approach for a new system has to be found, whose main objective is to combine high precision with a reasonable effect on the target and a short reaction time. The use under non-optimal viewing conditions and the demand for a suitable documentation has been taken into account.
Appropriate use should be allowed on a much lower total escalation level to increase the safety of everyone involved, especially the general public.
This technological approach should provide the base for further solutions, e.g. rescue systems such as launching life-lines.
Besides solving the technical tasks, an accompanying legal-ethical GSK - study on legitimizing and normative dimension of this development, the fulfillment of the ethical and moral requirements to the question of the impact of such a system on the Austrian security policy, has been performed.
The SKILL project is carried out by a consortium representing the industry, science and the users. Therefore it ensures a high degree of practical orientation as well as scientific and industrial competence.
