The study aimed at drafting an integrative approach to an Intellectual Property Cluster "Security from the Air" with focus on the Wiener Neustadt area. It has been the objective to promote the development of a national capable and international competitive industry and research by networking the key actors of administration, industry, science and research in Austria, by promoting an improved, matching cooperation with international partners thereby securing the preconditions for an effective internation cooperation.
To this end the study has examined conditions, opportunities and risks considering the following aspects:
· Investigation of existing national expertise in the areas of technology, remote sensing, air based reconnaissance systems, UAV, system integration etc.
· Clarification of access to international technology and to governmental and EU trends and projects for Austrian actors
· Activation and support of communication between the different consumer and resources in Austria
· Acquirement of a capability to cooperate – in defined areas with a cutting edge – with international research & development organizations and within the framework of intergovernmental research cooperation, including the participation of national industry
· Drafting of a collaboration structure for national actors including international cooperation requirements
· Identification of relevant political, economical, technological, ecological, social, legal and resources related challenges that need to be resolved
· Identification of concrete programs including cooperative research & development projects with regard to implementation of the IPC "Security from the Air"; national programs should anticipate international demand
· Drafting main features of an integral communication concept for the placement of the IPC concept including its products
To this end the study has highlighted how by means of a IPC "Security from the Air" and building on existing competencies a so-called National Diamond (Porter) can be built, where the terms for the production factors, strategy of the involved enterprises, structure and competition within the cluster, the presence of capable enterprises and suppliers effect each other in "Security from the Air" related branches in a particular positive and dynamic fashion.
