The project „Sicher aktiv“ („secure and active“) had developed an innovative new kind of civil protection course for the public, based on existing demands and needs. The right behavior of trained citizens during a crisis can make a significant and immediate contribution to the protection of critical infrastructure. Raising the public awareness for natural disasters as well as for intentional dangers was the goal of the project. Owners/operators of critical infrastructure were embedded in the project, thus for the first time the development of a civil protection course is carried out in cooperation with its stakeholders, analysing which role the public can play in the protection of critical infrastructure. Four parts of high importance for everyday life have been chosen deliberately: Telecommunications, Electrical Energy, Water and Public Health. The result of the project is a concept for a modular course, based on demands and needs, completed with teaching and learning manuals and multimedia presentations. A game was developed with a respectful approach to the needs of different groups in society regarding sex, social status, ethnics, age etc. The Training Center of the Viennese Red Cross together with “Die Helfer Wiens” integrated the course in their programs.
