The Research Project PS.NET assesses the feasibility and potential benefit of the usage of non-dedicated (commercially used) cellular radio networks for communication of emergency management organisations for public protection and disaster relief. Such networks include the LTE mobile radio network, which is now available in capital cities and some metropolitan areas in Austria. The user-needs are examined, the communication processes explored and the performance limits of the radio infrastructure is investigated under critical conditions. Solution concepts are explored and validated for a complementary use in addition to the professional mobile radio network.
