A water supply system – especially in densely populated urban areas - is a critical infrastructure that needs comprehensive protection, since any failure or impairment has significant consequences for the health and livelihood of population. The study described in this report analyses and validates a linkup of two tools, FEIS (1) and ACHILLES (2), which have been developed by the Vienna University of Natural Resources and Life Sciences (1) and the University of Innsbruck (2) for minimising risks and identifying points of potential vulnerability in the water supply system. Both tools can be used for planning safety and priority programmes (investment and rehabilitation planning), they are a help in the implementation of water safety plans and aim at an improved security and resilience of supply. FEIS enables failure net and risk analyses by means of a qualitative risk assessment. ACHILLES identifies points of potential vulnerability and serves as a planning tool, using quantitative risk assessment. Combination of the two approaches leads to mutual supplementation of the two systems so as to facilitate integral risk management.
