The acquisition of controlling shares of strategically relevant Austrian companies by international investors from Non-EU countries or sovereign wealth funds may pose a risk to public order and security and the attractiveness of the business location. Concrete action plans and courses of action for the safety of responsible institutions in the case of an investment decision are worked out.

The acquisition of controlling shares of strategically relevant Austrian companies by international investors from Non-EU countries or sovereign wealth funds may pose a risk to public order and security and the attractiveness of the business location. The respective risks differ by industry, regional differences may also arise (key role in the regional supply). 

In short, the overall objectives of this project are:

First, to support a central task of the state, namely to ensure the general wellbeing and the long-term security of the business location, an actionable framework based on the specific risks associated with the potential acquisition of controlling shares by companies with headquarters in Non-EU countries will be developed. Criteria for decisions are defined (options for action along defined indicators as a consequence).

Secondly, intervention options of the public sector will be identified and discussed (comparison of Austria and other EU-countries).

Thirdly, industry-specific risks as well as the motives of foreign or multinational investors to acquire controlling shares in domestic key enterprises are analysed (potential impact analysis and strategic implications on supply chains or on the business location). Here the different characteristics of the risks will be collected and presented from an overall economic and individual firm level.

After a comprehensive presentation of the status quo a catalogue of options that aim both at maintaining the production capacity as well as to ensuring a supply of critical goods in the broader sense will be developed and reviewed together with the project partners.

Finally, concrete action plans and courses of action for the safety of responsible institutions in the case of an investment decision are worked out.
