HUMAN+ - Ensuring Humanitarian Safety through a Real-time Situational Awareness Picture for Efficient Migration Management

HUMAN+ aims to ensure humanitarian safety by improving preparedness to migration

movements through analysing social media data and imagery, with legal, ethical and sociological

considerations at the core of the project.

The intensified migratory movements of the last few years are increasingly posing major challenges to authorities, municipalities, relief organizations, NGOs, as well as the po- lice, - such as reception, transfer, supply and accommodation of migrants. These are challenging situations, both for the organisations involved and for the migrants themselves. Current events, including the migration wave in 2015/16 in Austria and Germany, have shown that established methods in migration management have reached their limits because rapidly available data and user-centred information for decision support to ensure humani- tarian security is oftentimes lacking.

P1: The central problem is the absence of an up-to-date situational awareness picture, which is due to the lack of comprehensive, near real-time and objective data.

P2: At the same time, the consideration of ethical, sociological and legal framework con- ditions plays an essential role, which has oftentimes been neglected.

P3: Another problem is the lack of support for communication, i.e. the bi-directional ex- change of information between all actors, particularly across borders.

P4: In addition, the integration of project developments into existing, proven process chains must be taken into account to develop tailored solutions for potential end users.

The HUMAN+ project addresses all of the above mentioned issues to ensure humanitarian safety and better preparation for migration waves.

Solution 1: The HUMAN+ project aims to develop an integrative, near real-time situation- al awareness picture based on social media, in-situ imagery and remote sensing data.

Solution 2: Ethical, sociological and legal questions will be researched in detail through- out the project and reflected with the help of an ethical board. 

Solution 3: Bidirectional information exchange is ensured by the use of standardised inter- faces for automated data exchange.

Solution 4: Integrability is achieved by including possible end users into the project consorti- um, an exercise scenario, and interoperability testing in lab-based test environments.

The scientific and technical objectives of HUMAN+ comprise three aspects:

  • Migration movements: detection and prediction of migration movements, identification of migration focal points, comprehensive consideration of ELSI aspects
  • Situational awareness picture: creation of a real-life situation assessment image, real- time data analysis (social media and image data), preparation of short-term forecasts
  • Information and decision support: user-specific, interactive information visualisation, (semi-) automated quality controls, ensuring interoperability with a lab-based experi- mental set-up and an exercise scenario

The HUMAN+ project addresses three safety scenarios: support in critical domestic situa- tions through large migrant crowds, optimising the situation at European borders, assess- ment of information from international crisis regions.
