FBC - Future Border Control

Increasing world-wide travel capacities at airports pose new challenges in the area of border and security control. Motivated by these challenges the project developed a system for automated border control which substantially contributes to an increase of passenger throughput and maintains the highest level of security at the same time. From the beginning, the project adopted a process-oriented view targeting the enhancement of border procedures beyond existing standards while taking multiple aspects of the operational context and technical possibilities into consideration.

The starting emphasis of the project has been put on a detailed analysis of Europe’s existing automatic border crossing systems. Based on this review on state of the art, project requirements with respect to operational, technical and prevailing legal constraints have been established, involving the projects’ stakeholders (Ministry of Interior and Vienna International Airport). According to these requirements a design and harmonization process has started with respect to various aspects at the technological module-level (optimized passport readout, passport authenticity check, video surveillance and biometrics) and at system-level (optimized operational concept). Right from the project start, usability aspects and public acceptance levels have been investigated. Qualitative and quantitative interviews contributed to the concept of the gate demonstrator system. All findings have been implemented in a demonstrator system which delivered evaluation results during the operational tests phases. The comprehensive tests served to quantify the performance and quality of automatic gates by objective means for security authorities, infrastructure operators and the users.

The accomplished project output can be summarized as follows: (i) technological results in form of demonstrators highlighting innovative elements of an eGate (ii) a comprehensive analysis on potential eGate system design variations and (iii) a recommendation for the optimal integration of such a system into the Vienna International Airport under consideration of all legal, ethical and social aspects.
