SRA - Strategic Assessment Centre for Resource Analysis
The target of the project is the development of a “Strategic Assessment Centre for Resource Analysis” (the “Lagezentrum”), which should be understood as an indicator-based early warning system for strategic critical raw materials
Raw material supply is a vulnerable system for Austrian companies in the production sector, especially in the areas of energy- and communication technology. Austrian high-tech industries have an outstanding sensitivity, where an objective risk for scarcity and/or deficiency is given for a particular kind of raw material. In addition, these resources have an extraordinary relevance for the Austrian industry because they are rare, expensive and can hardly be substituted (high criticality). It is evident for a national / political economy to identify this criticality in a very early stage.
The target of the project is the development of a “Strategic Assessment Centre for Resource Analysis” (the “Lagezentrum”), which should be understood as an indicator-based early warning system for strategic critical raw materials. Investigation together with stakeholders will lead to suggestions for the design of the operational and organisational structure of this centre. For that purpose, structures, procedures, legal frame conditions, as well as requirements according to information- and communication-technologies of the assessment centre will be defined.
The concept will be exemplarily evaluated on the basis of a use case whereas its practicability will be tested with two single cases (rare earth metals, and a raw material which will be identified in the project) which are indicated specifically as critical due to a test in the field of criticality. In a next step the effects will be evaluated in a separate activity task.
Based on these results the economic effort for the performance of the assessment centre is derived with respect to the (qualification-) profiles of employees, workload in man hours, operating material as well as office infrastructure, overhead costs, investments and total costs for the ongoing operation.
The result of the research is, firstly, the identification of current critical raw materials. The most important output are recommendations, the design, the report of the required outlay as well as a management concept for the planning, the establishment and the operational structure of the Strategic Assessment Centre for Resource Analysis. Furthermore, the suggestion for the design will have been exemplarily evaluated and tested with a use case.
