When it comes to security issues public and private stakeholders have a common interest in collaboration. Without an appropriate common framework a smooth public-private security cooperation can hardly be arranged with success. STRATFÜSYS has identified and defined the requirements for a strategic command and control system. Such a framework should consist of four building blocks: a roles-based public-private operational picture to provide joint situational awareness and joint situational understanding. Furthermore a security foresight process is necessary that makes current concepts and action more future-proof. And last but not least modeling and simulation capabilities are important to compare and assess strategic options thoroughly. Not to forget an environment for collaborative knowledge management that allows for the seamless exchange of data, information and knowledge between public and private actors.
The basic guidelines learned and defined in this concept study laid the foundations for the implementation-oriented development of the conceptual ideas.
