Risk and Crisis Management for Securing Food Supply in Austria (EV-A)
The objectives of our project are the investigation and description of the current situation, as well as the elaboration of policy plans for securing food supply in Austria in disaster situations
Nuclear incidents, volcanic eruption, earthquakes, epidemics or collapse of the financial system – media overwhelm us with terrifying reports of disasters like these. In addition to medical emergency aid, the availability and distribution of sufficient food pose the biggest challenge for emergency services.
The Austrian Federal Law on directive measures to ensure the food production and food supply (Lebensmittelbewirtschaftungsgesetz 1997) as the basis for crisis management does not provide concrete description of the measures to be taken in emergency situations.
The role of private producers and retailers, whose contribution and cooperation is absolutely essential for the maintenance of staple foods supply, is undefined. Information about the status quo of stockholding and vulnerability of the most important producers and retailers is not available in adequate form.
The public agencies AMA, BMLFUW, BM.I and BKA are missing essential requirements, information, especially action plans and instructions for ensuring the food supply of the Austrian population in the event of a crisis. As in Austria the food supply chain is not prepared sufficiently for crisis scenarios, there is an urgent need to develop crises plans and corresponding legal regulations if necessary.
Hence the objectives of our project are the investigation and description of the current situation, as well as the elaboration of policy plans for securing food supply in Austria in disaster situations.
