Mobile eCard

The project aims to create a concept for the realization of an e-health app on a smartphone, based on an existing secure identity.

The aim of this project is to create a mobile e-card app. On the one hand, the e-card will be ported to a smartphone and thus be equivalent to the physical e-card, while on the other hand a wide range of additional functions will be integrated, such as e-recipe or e-medication. The first identification will draw on existing concepts of digital identities as the Austrian citizen card, which is now established in two different forms (with a plastic card or a mobile phone). Currently, the e-card is a physical (plastic-)card. An alternative can only be a system compatible with the existing technical infrastructure. GINA-Box and surgery-card will be considered in the development of a mobile e-card as interoperability will be a requirement for the technical development.

The innovation in this project is the interface extensions to the existing infrastructure. The interfaces will be protected against attacks as effectively as possible. The technical partners will integrate state-of-the-art security-standards and research new methods that can be useful in this regard.

Additionally there will be a new user interface offering additional advantages. The consortium will aim to shape this user interface user-friendly, easy to access and with a low usability threshhold.

In order to motivate citizens to use the app, the mobile e-card will be presented with a wide range of additional functions and services. Special emphasis will be on specific target groups (for instance digital natives, digital immigrants, sporty people, health-conscious people, nutrition-conscious people, women…) for whom services will be presented and custom-designed. Regarding additional functions, lessons and trends from recent health movements, for instance the Quantified Self Movement (a movement that focuses on better knowledge via the collection of personal health data and that can be seen as a pioneer group in using e-health devices) will be considered. Additionally, services like e-recipes or e-medication can be implemented in the e-card-app. Furthermore the project will examine which functions of the Austrian electronic health record (ELGA) could be particularly suitable for being implemented in the app, and which would be useful or helpful for by users.

From the state perspective, a future advantage on the basis of further dissemination of the mobile e-card-app could be a more inclusive access to e-government services, possibly resulting in increasing trust from citizens towards such services. Given a rise in self-responsibility on the basis of additional functions of the mobile e-card, certain diseases could potentially be diagnosed earlier and medicated better. Thus, the expenses in the health-care sector could be lowered in the long run. The project also seeks to investigate the consequences of an e-card app for the non-virtual, real world. The outcome could thus support further political decision making in the future.

Furthermore another relevant advantage for the state is to be mentioned: through the intended further dissemination of the mobile e-card-app, a more inclusive access to the supply of e-government-services can be archived and in the end resulting in a strengthening of the confidence people have toward the state. Because of the additional functions of the mobile e-card, diseases could potentially – because of the risen self-responsibility - be diagnosed earlier and be medicated better. For this reason, in the long run, the expenses in the health-care sector can possibly be lowered. This project shall evaluate which consequences an e-card-app will have for the (not virtual) world of the daily-routine users and which aspects of the app they would adopt. As such, the results will form a basis for further political decision-making and can be used for the socio-political evaluation of possible technical innovations in this context.
